Among the key sites within the 2019 East Sector Master Plan, this dramatic former industrial site along Navigation Boulevard once saw the unloading of freight barges into immense warehouses. The buildings and the specialized gantry cranes used to unload the barges have long been abandoned. A unique recreational and cultural destination is now in design development, including a new park by Reed Hilderbrand and a the Houston Public Library’s Hispanic History Research Center by NADAAA.

The project includes reclamation of the waterfront wharf with the construction of a boathouse for the Rice University Crew team and the Texas Dragon Boat Association. In addition to boating, future visitors will be invited to congregate and relax along the waterfront, which will host events and festivals of various scales. In Fall 2022, the Richard and Nancy Kinder Foundation awarded $400M to Buffalo Bayou to realize projects in the East Sector, including Turkey Bend.
